The question proposed by the Governor for consideration is whether, if the total expenditure on each general head of service falls within the amount voted for such service by the Appropriation Ordinance, it is necessary to provide by a Supplementary Estimate Ordinance for any excess of expenditure on that service, as detailed in the Estimate, and the Governor refers to the Colonial Estimates of 1859 for example under the head "Roads and Bridges" (Page 24) and Gaols (pages 19 and 23).
Upon which we have the honor to report that, as regards ordinary expenses exclusive of Establishments in the respective Departments, there is no excess in any Departments, such as the item "Clothing Sheets" for gaols, (page 28) (consisting of "provisions", "Oil", "Clothing", "thweste and Iraidentat"), the total expenditure being within the sum voted, it appears to us that such an excess would be allowable under the authority of the Governor, without any new appropriation Ordinance or Supplementary Estimate being required.
