We beg leave to acknowledge the receipt, under Your Lordships' order of reference of 5th Instant, of Mr Meriouli's letter of the 31st December 1859, with the Copy of a Despatch from the Governor of Hong Kong, applying for instructions on the subject of Supplementary Estimates.
