pinion of the majority and acting on it "ad interim", all the regular period, for obtaining final Legislative Sanction had come round.
11. I may say that I have reasonably consulted the Legislative Council in that informal manner, and I really see no practical objection to such a course in a Colony where the Legislature consists of as few Members as here.
12. I may add that I foresee little difficulty in working the system suggested, as I never was in any Colony where the Members of the Legislature, as a rule, were so liberally disposed, and so little inclined to be obstructionist as here. Nevertheless two of the present four Unofficial Members have been selected expressly because they were supposed to represent opinions adverse to the general policy of the Government, if there be any such special Government policy beyond seeking to accomplish the greatest amount of good attainable with the means at the disposal of the Government.
