"His Excellency dwells on the necessity of making a difference between Public Servants conducting themselves in the most meritorious manner, and those who do not; and maintains that it is for the good of the Service to uphold such distinction.

Whereupon, it is Resolved that Mr Darman be permitted to resign, his resignation dating from the day of his Suspension, viz:- the 22nd April; but as the Council from the Evidence adduced does not regard his Service as altogether meritorious within the meaning of the Hong Kong Pension Minute, that His Excellency The Governor be requested to represent to the Secretary of State the opinion of the Council, that Mr Darman should not receive more than 7/8ths of the Pension to which he would otherwise have been entitled.
