2. The dealing with all details of every Establishment in a separate group from which nothing fairly connected with such Establishment should be omitted.

If even the system could only be enforced in the Brown Colonies, it would probably result in a development of clearness and uniformity in Public Accounts which could not fail to render the labors of Statisticians easier to themselves and more beneficial to others. Locally, there would be less room for those mistakes in alluding to Government expenditure which Public Journalists and Public Speakers so often commit, and which, though at times more or less excusable, frequently produce much mischief. In any case, the time and complete statement of all expenditure would be more distinctly set forth, instead of intricate puzzle being made an intricate task to outsiders.

9. For these reasons, I respectfully commend to your Lordship's indulgence the form of the Estimates, which I have recently submitted to my Council, and I trust if I have either exceeded or fallen short of any instruction.
