I have framed the Estimates for 1870 on the assumption that I should sanction Mr Rennie's principle of charging against the special Fund all expenditure on Police in certain places. If $120,000, and that you adopt a similar proposal to filter Revenue plan in the case of Expenditure on Education. This principle I have in the same despatch informed you must be deemed inadmissible.
Having reference to the Winstone time turned to my despatch No 41 of the 26th February/6th March, in which I informed you that the objects to which these funds were to be appropriated had been clearly defined by my predecessor, and that His Grace's instructions were not to be exceeded without further official sanction, and also to my despatch No 64 of the 12th May in which I stated to you that I should not express any opinion on the subject of the gaming houses until I had received your reply to my despatch No 41, the assumptions on which you have framed the Estimates were unwarranted, and I have to instruct you to submit fresh estimates, unless you have already done so on receipt of my despatch No 165 of the 8th of October.
