I have written this draft on Sir F. dandford's minute without reference to the special items in the last account of Sir K. In which would not be sanctioned according to our account because it would raise several points which do not seem to have been definitely settled,

every month; it involves the maintenance of the vessels (which Sir F. Sandford presumes) & charges of the police that man them.
