they value greatly and which

is calculated to facilitate the working of the Ordinance without impairing the efficiency of its provisions. In the Revenue for 1890, the Licenses and Fees for 1870 are not estimated to
produce
more under Ordinance 6 of 1866 than $14,500, instead of $20,000 which
they formally yielded,
so
that the
bona fide
contribution is a fair arrangement within the meaning of
principles, which I am
assuming
my guide in such matters.

considered that a large proportion of
the improvements in the Goal and The new Quarters now under construction
would
not have been undertaken, unless it had been supposed that the revenue from the License Fee could have been partially available for the purpose, as the object, though useful,

means
of the
Colony would have deterred this Government from commencing without assistance.
