Secondly, as impressed by myself, for the purpose of benefitting specially the Chinese, whose unfortunate position makes them the sole contributors to the Fund.
As the Estimates for 1890 are ready, and indeed have been laid before the Legislative Council last week, but for the arrival and departure of several Mails rendering an adjournment necessary, it is unavoidable that I should give some explanation. I cannot place that explanation more simply or more completely before Your Lordship than by transmitting an Extract from the Financial Statement which I intend to make at the next meeting of Council, fixed for the 17th instant.
"I have not finally revised the enclosed draft, but shall be disappointed if I find that it expresses any views not in harmony with those entertained by Your Lordships concerning the general principles which should guide the Executive in all their dealings with that Fund, which are more important than the detail.
A public explanation of the dealings already had and intended to be had hereafter with the Special Fund is necessary. The License and other dealings with the Fund will, I trust, receive Your Lordship's approval.
