There are some misconceptions that it seems necessary to comment specially on.

With regard to the question, which Your Lordship states had been incidentally raised as to whether the Emigration conducted by Mr. Caldwell had been accompanied by abuses, I should think such a result unlikely - but having referred the matter to Mr. Phansett, the Emigration Officer, I enclose his report from which it appears that till last February Mr. Caldwell was connected with Emigration. We have supplied a vessel with Emigrants for Surinam; and recently were employed to procure Emigrants for the "Frederic" concerning which I expect ere long to receive instructions from Your Lordship.

Mr. Phansett states that the connection of Mr. Caldwell with the "Frederic" ceased on the 30th Ultimo, and I believe the reason assigned to be that Mr. Caldwell was considered expensive and his charges high, though from the confidence reposed in him by the Chinese, he was enabled to secure Emigrants.

6. I do not think that I can advantageously offer further comments on any one part of it. I have already reported at great length, vide Gov. to Gov. No. 1239 of 21st July, 1869.
