The Treasurer and his Clerks are placed together in rooms opening into another. A somewhat similar plan was pursued by duly grouping the Departments paying receipts weekly instead of daily. There was instant shroffing in the transfers being made to the Vault from the Treasury and back again; a process which often trespassed unnecessarily the time of the Officers under whom it was placed, viz., the Colonial Secretary, Surveyor General and Treasurer.
All are to pay receipts direct to a Bank, forwarding vouchers for each payment to the Auditor General and Treasurer. All remaining revenue, about $40,000 per month, for Rents, Licenses, etc., will be received and paid out through Treasury where kept in Cash will be kept in lien of three Blotters.
