My present object however is not to submit yet in definite shape The reform, which I think may ultimately be carried out but rather to indicate the direction which that reform seems likely to take, so that Your Lordship may bear it in mind in the event of being called on to fill a vacancy towards the abolition of the Treasury altogether.

In my despatch No. 186, I gave Your Lordship to suppose (Par. b) that it was possible to have the present Treasury kept at one of the Bank's retained for that purpose, and thus dispense altogether with both the Treasury vault and Staff. I find however that the Bank's arrangement in the Department of either the Auditor or Treasurer.

Meantime circumstances have already led me to reduce in part the staff of the Treasurer and remodel his department - partly because some reforms had become obviously expedient and partly as a tentative measure by which I might feel my way. I am not inclined to make such complete arrangement, and I prefer commencing with some sweeping change of whose beneficial effects there can be no reasonable doubt.
