I have the honour to acknowledge the receipt of your despatch No. 770 of the 7 August, in which you proposed that 30 trained English Policemen should be sent out to Hongkong.

I observe that you consider that the Colony could not afford the contemplated expense of this increase of the Force, were it not understood that the Fund derived from the Licensed Gambling Houses would be applied towards it.
