Finally I do not hesitate to say that my experience as Governor, and my visits to the various gold-diggings in Victoria, make me view as a great blessing to the Chinese Emigrant, and to the Country which receives him, the fact of such an Emigration of women from China having at last commenced. I believe that nothing could be more fortunate for the men, and especially for the women. The latter have unquestionably a far greater chance of finally settling happily by Emigrating to California with their Countrymen than they could ever have reasonably expected had they continued to hang about the purlieus of Canton or of any other quarter frequented by the class which forms the majority of such Emigrants.

12. As Emigration is one of the subjects to which I have given special attention, I shall be much gratified as well as obliged by Your Excellency's referring to me whenever, as in the Case under consideration, you meet with any statement concerning which you require accurate information such as this Government ought to be able to furnish.
