I have the honor to acknowledge
receipt of Your Excellency's despatch dated the 9th ultimo asking for explanations of certain statements made in a leading Article of the China Mail of the 26th of May last relative to numbers of coolies seized and kidnapped at Tonquin and elsewhere and also to
Annamite women
and
similarly Kidnapped or purchased. Of the latter it is stated
