You are mistaken.

You are to report on the treatment of Chinese Emigrants in Peru. In the event of such emigration being continued at all, it is at least to the advantage of the Chinese that they should be shipped from here, where the officials superintending the Emigration, are not corrupt; and the interests of the Emigrant are carefully attended to.
