I have had the honor to receive I. E. A. note of the 12th Instant upon the subject of the treatment of Chinese Emigrants to Peru:

I think with I. E. I. that enormities are connected with great abuses in any existing Coolie Emigration under contract.

But the convention referred to in that despatch has not been ratified by the British and French Governments, and therefore we cannot be bound by it; and it is the more imperative on the Chinese Government to declare it null.
