The Superintendent of Customs and the Commissioner will see that these are in accordance with the terms of the Convention, and when they have been endorsed and sealed, the collection of emigrants will be allowed to commence. Before the issue of the port clearance the local Authorities and Commissioner of Customs will ascertain that each Coolie understands the terms of his contract, and that he is proceeding of his own free will. The Commissioner of Customs will also ascertain that the ship is bona fide a treaty power vessel, when her port clearance being granted she will be at liberty to depart.

The Prince is writing to Mr. Brown a reply on the state of affairs in Persia, and also to Mr. Burlingame and to the Ministers Superintendente.

As in duty bound he sends a copy of the laborers' petition to the British Minister.
