Before the issue of the port clearance the local Authorities and Commissioner of Customs will ascertain that each Coolie understands the terms of his contract, and that he is proceeding of his own free will. The Commissioner of Customs will also ascertain that the ship is bona fide a treaty power vessel, when her port clearance being granted she will be at liberty to depart.
