1. 19th instant, I have a communication - A letter of the date of the 27th Ultimo has been received from the American Minister Mr. Brown to the following effect. "The Cantonese who are employed as laborers in Peru, some 30,000 in number, have made complaint of the cruelty of their Peruvian masters.
