A petition of last December from Chinese Coolies in Peru, which Prince Kung forwards to Sir Rutherford Alcock, and on which he principally founds his observations is too vague in its statement to be made with prudence the basis of a change of policy. It makes me, however, all the more anxious to receive an authentic report on the treatment of Chinese Emigrants in Peru, such as I have already requested Your Lordship to procure for me through the Minister, Pare. 3. Your Lordship has been made aware of the circumstances under which the Belgian Ship is now in this harbor, under charter for the conveyance of coolies for the first time from hence to Peru. Your Lordship also knows the various inquiries which I had instituted into the subject as well as the unusual precautions, which I have taken to prevent any abuses connected with that Emigration.
