The history of the rapid and effectual proceedings taken by the Naval Authorities in the former case without Rule beyond the fromfiting of neighborly good feeling, if contrasted as with the absence of active cooperation manifested towards Mr. Deane at Canton, induces me no naturally to wish the establishment of as few official Rules as possible. The main desideratum is to make the Kowloon Authorities thoroughly comprehend that they are really free to resume their old friendly relations.

The matter appears so important and in fact the incidents of every day urgently press it's importance on the attention of the Executive here, that I have dwelt somewhat fully on the subject, and hope Your Lordship will advocate the imposition of as few Rules as posible.
