Section 7.
The fugitives, obtained under the Ordinance would in the majority of cases be persons of a low class and destitute of means to institute proceedings by Writ of Habeas Corpus. I have therefore inserted this Clause enabling them to appeal to the Supreme Court without prejudice to the remedy by Habeas Corpus, which is more rapid.
