Foreign Countries are justiciable by Funch Tribunals (See Loi du 24 Juin - 3 Juillet 1866. Appendix to Report, p. 96 also Evidence of Mr. Hind 033–832, of Mr Nestor Freit 1332-1372-1377-1334- and of Mr Mullens 1169-1167-1277-1378.
I may mention that in the Maltai Ordinance (Appendix, p. 144) and in the Extradition Treaty with Denmark (Appendix 120) and in the Convention with Prussia of the 5th of March 1864, Art I, not now in operation (App. p.129) Nationals are excepted.
