Since the probability of a mutual extradition Treaty has been strengthened, I should perhaps under the circumstances feel justified in straining my existing powers and last year I gave up an escaped Chinese Convict - a Pirate - whom it was most desirable to get rid of. I append copies of the papers explanatory of that case.

9. I regret that so much delay has occurred in the preparation of and transmission of this Ordinance, but the necessity of conferences with the Macao authorities and the difficulty as well as extent of the subject itself rendered the delay in a great measure unavoidable.
