not aware of any consideration of Public Policy opposed thereto. They also consider that no Fugitive of any Foreign nation (other than China) should be surrendered without the consent of his Consul. 5. The Governor of Macao is already in communication with the Portuguese Government at Lisbon on the subject, and seems desirous to do all in his power to assist in passing these reciprocal Laws which are doubtless much required. 6. It is further obviously desirable and necessary that any Legislation on the subject should be identical at Macao and here. Consequently, it will be essential that the Draught Ordinance should be altogether settled by communication between Her Majesty's Foreign office and the Portuguese Government - and it would then be the duty of the Legislature here to pass it as received without any change. 7. I may add that I find myself obliged to apply to the Government of Macao probably once a year for 20 or 30 times in the assistance in tracking and recovering fugitives from justice here, whilst I am unable to reciprocate the facilities afforded by the Government of Macao.
