Governor

Sir Richard Graves MacDonnell

The Right Honourable

Karl Granville K.G.

Mr Thornton

20.

Leave of absence and passage allowance granted to - explanations as to.

A Houghong 10242

MINUTE PAPER.

Sin F. Rogers. 14 Sept

Mr Thornton was granted 10 months' leave of absence by No. 1024, and was given 1/3 of the cost of his passage home to apply for a pension. He was told he was entitled to 44 months' leave with half salary, but had no claim to any passage allowance.

The Governor in reporting it stated that Mr T. had been treated with most exceptional indulgence "Not having been dismissed (5848) from the Service".

It is obvious that if such allowance is to be relaxed, the relaxation should not be made in favour of those whose services have been the reverse of meritorious.

Sir MacDonnell now explains that this allowance was given in fact for meritorious services.
