My exceptional indulgence; and though I hold that a man's past services are a reality — a fait accompli — which nothing can wholly obliterate and which ought not to be ignored on one side, my object, nevertheless in desiring any discretion when dealing with cases like those adverted to is the promotion of the interests of the Colony and not of any individuals.

I have in compliance with Your Lordship's instructions, directed all further payments on account of 1/2 Salary, to W. Thornton's Agent here to be stopped after this month. Under these circumstances if any further 1/2 Salary accruing subsequent to the 31st Instant is to be paid to Mr. Thornton, such payment had better be made through the Brown Agents by order of your Lordship.
