Now it does seem impossible that with a staff of honest and intelligent men determined to carry out in their integrity, the above Rules, any Emigrant leaves this against his will on the terms in ignorance of which he makes his engagement. It would, I believe, be as impossible in this Colony to have improperly obtained or reluctant Emigrants through those Regulations, as in a neighbouring Colony some years ago owing to the difference between the Government employees in the respective Colonies—it was easy to break through very good Rules and to seize and carry men forcibly from their native villages.
