I have now the honor to enclose a Copy of those Rules completed as far as I can make them complete with my present experience- and I have published them, though I believe some portions of them require Legislative sanction such as they would have had but for unfortunate omission from the last Emigration Ordinance - (N° 12 of 1868) of a section authorizing the Governor in Council to frame Bye-laws from time to time for the better carrying out the provisions of the Ordinance.
2. Practically, however, I have no doubt that they will prove as operative as if framed with immediate Legislative sanction- which however I shall not fail to obtain hereafter, if necessary.
3. In the meantime, Your Ladyship will perceive that for maintaining a bona fide and honest Emigration of parties willingly offering themselves as Immigrants under Contract I rely little on delusive precautions or restrictions as to the Agencies employed for collection of the Immigrants over the mainland beyond the ken or jurisdiction of this Government.
