To avoid this it would be necessary for the mere human agency of the Government to accompany it each time that unforeseen events rendered some unestimated expenditure necessary. I fear, therefore, that the effort to carry out a useful principle to such an extent would defeat itself, tire unlife trust itself, and I see no clear necessity for a change be proved that the practice of acquire a control over events in this Colony in the future which is not possible, and even though the Original Estimates might be only slightly deranged or the fresh expenditure incurred or to be incurred small, still on principle it would be incumbent on the Government to prepare a fresh Supplementary Estimate and a fresh series of returns to be altered.
