I have further to state that while I shall be ready to consider from time to time any recommendation for the limited application of any portions of the fund to objects similar to the proposed hospital, I must particularly guard you against allowing the Colonial finance to be administered as to render difficult to carry on the Government without the virtual appropriation of this Fund to general purposes.
