a debatable worry unacceptable to this

settlement must

be more or less arbitrary, I am ready to acquiesce in one based

the instructions contained in

the despatch of Buckingham's

No. 176 of 23 October 1868, which

in any apportionment of Police

expenses between the

Special Revenue

and the General Revenue cannot

be considered otherwise than

liberal as regards the latter.

In those instructions I observe

that the sum of $29,000 per annum, as suggested by yourself, was

sanctioned as a contribution towards the Police Expenditures from the Receipts of the License-Issue for two specific purposes, but as there is no

reason for such special appropria-

tion,

I will sanction for the

same.
