would however venture to extend the
application of the principle proposed by Mr. Rennie and to simplify other than the Police accounts by taking the Colonial expenditure of 1866
as a
a fair criterion of Colony to reasonably liable to, and
what the Colony is reasonably
charging the special fund with the excess
in all these cases where the propriety of
making any charge
is conceded.
Thus in the matter of Education
in which the Chinese
are
specially interested,
I would propose that the annual excess
of expenditure over that of 1866, such as has been incurred by imparting a third master, building a
a new
lecture hall, and otherwise
offering to the Native population should be made chargeable to the special fund.
10. It would not in fact be difficult to
classify the charges which should be borne by that
fund. They naturally suggest themselves and might be put thus:-
