It is certainly true that the Police force here may be much improved, and for that purpose I shall by next Mail ask your Lordship to permit its being increased at the cost of the Special fund by 30 men of character and respectability trained in England to be sent out at the expense of the Colony and to receive such pay here as might induce them really to devote themselves to their work. This and two or three additional stations with an increase of 50 Indian Constables, all well armed, would no doubt make the Force very effective one for Police purposes, now that the great source of corruption by the proprietors of Secret Gaming haunts is removed. It would also render it a powerful auxiliary to H.M.'s troops in Garrison.
This increase in the numbers of the Police would require additional Barrack accommodation, and this should also be defrayed by the Special fund. As I consider that such expenditure falls strictly within instructions, I hope to propose it in the next annual estimates.
