In lieu of being Compulsory retired at the expiration of such leave he should be awarded a Pension, I have now the honour to enclose for the consideration of Your Lordship the usual Certificate of his services as an applicant for a Pension.
Having already, in despatch above mentioned, expressed the opinion of myself and Council as to the amount of Pension which should be awarded to Mr Thornton, it is unnecessary for me to offer any further remarks.
