Fund for the amount of Revenue thereby sacrificed. I also consider that the increased expense entailed by a third Master, enlarged buildings, lecture hall at the Central School for the benefit of the Chinese ought to be borne by the same fund as with the old revenue of the Colony merely those expenses would scarcely have been incurred. Above all I think that a far better class of Interpreters should be secured, double or treble the present cost, because in no way are Chinese interests more seriously jeopardized or affected, or the character of Government more seriously affected, than by the hap-hazard mode in which either defective or careless interpretation sometimes causes legal claims to be determined.
23. These last mentioned reforms when more matured shall be brought before Your Lordship, but I have thought it desirable to intimate as early as possible the direction taken by the policy of the Government in dealing with the License fund, which after all, if expended strictly on the principles suggested, may not be an embarrassment.
