The bets as heavy · The third class of gambling houses are "paak kwa paai". This is the lowest class of gambling houses.
They are found opposite the Shameen, in open squares, in front of temples, etc.
They are nothing more than rudely constructed mat sheds. Loafing men and coolies are the chief frequenters of these places.
From the above you will see that this City of Canton is not so free from the vice of gambling as many suppose.
Will licensing this vice destroy it? My opinion is that it will not. Public gambling should be thoroughly suppressed. How? By determination on the part of the ruling powers, by honesty on the part of the Police, and by responsibility on the part of the Kai Fong.
Now I have had my say. You will observe that I have preferred speaking of my adventures under the ambiguous name of "Kai Fong".
