At present gambling is strictly prohibited here. In spite of this, gambling is carried on to a great extent.
The gambling houses at present in operation may be divided into three classes. This is a rough division and does not include all the forms of the vice referred to. Still, for all practical purposes, the above division is quite sufficient.
The first class is the "Mai-vai" or a kind of Sweepstakes carried on here by "Fation" and "Sing Kind." These are generally found among Farmers under the Chinese Government.
