Most of the opinion is in accordance with my own.
But it is felt that the term should not be allowed to run longer than 4.0 years.
So long as the Reinesees are considered, it may be allowed to run for a certain period - from the date of issue.
At the expiration of that period, a new system of issuing Reconsis should be adopted, which does not leave it in the power of the foremost to choose the Licensee without a rule from among competing tenderers.
