I have no doubt also that relief of the Indigent Chinese and a contribution in aid of Chinese subscriptions to build a Hospital for them, as also a receptacle for the Coffins containing the dead whilst awaiting, according to Chinese Custom, removal to their native places, and the relief generally in sickness and of that extreme misery which unfortunately prevails amongst them, which is entirely created by the License fund, and also otherwise mainly attributes to the General revenue, will be counted as part of the most legitimate disposal of the means furnished to the Executive.
For these reasons, the Auditor General should allow for the expenditure in money directly on the new Chinese Hospital of $8,500, that Sum having, after much consideration, been promised as a Contribution in aid from the License fund. The Supplementary Estimates must also be revised so as to accord with these instructions.
