5. I am myself in some degree to blame for this, because I had not brought with sufficient detail and fullness before H. M's Government several questions connected with the general subject, For example, I did not point out in detail to His Grace the Duke of Buckingham that I had not proposed to use part of the Fund in question for the improvement of Police Stations in the ordinary sense of the term, viz: the improvement of the Quarters which the Colony is bound to maintain for the adequate lodgement of the Police Force.

16. In fact, as appears from a Memo which I had endorsed on His Lordship's despatch No. 176 when received and of which I transmit a Copy, I was awaiting Enclosure 1, and further instructions, and when more distinctly informed as to the limits imposed on the action of the Executive I proposed bringing such further suggestions as I might think important to the notice of H. M's Government.

Enclosure 2. I have for the guidance of the Auditor General - endeavored to explain my view of the situation resulting from Your Lordship's despatch of the 26th last March and that of the Duke of Buckingham of last October. It may be important that H. M's Government should receive that Memo as a proper explanatory report.
