not exceeding $887,000 to the Public Revenue as per Ordinance No. 7 of 1869.

I have also drawn the Auditor-General's attention to Your Lordship's observations on the necessity of furnishing in future more detailed information as to the ascertained and Estimated Financial position of the Colony, and I have forwarded to him the copies of recent instructions on that subject issued to the Governors of the Straits Settlements, and of Ceylon. I am now awaiting his report on a matter so peculiarly within his province.

I have also carefully noted Your Lordship's wishes and instructions in the former despatch relative to the Fund accumulating from the Gambling Licence Fees. Vide Govr to Secy of State No. 693. I have called on the Auditor General in this case also to furnish the information which Your Lordship requires as to the gross amount received on account of the Licenses and the balance remaining unexpended.

H. At the same time, as I have done before, I have foreseen that creating in this way a separate Exchequer with its own peculiar receipts and disbursements. Though the measure may be unavoidable, it is a policy which must necessarily generate numerous and intricate complications. I could not therefore but impress the Auditor General with the materials before him to define exactly what portions of the Licence fees should be regarded as applicable to expenditure already incurred.
