"should personally ascertain the actual quantity of provisions and water on board". I meant to imply unless he personally weighed and measured every package on board he could not vouch for the quantity and I suggested that the Imperial Legislature had established penalties with a view to ensure the proper issue of the provisions thereby throwing the onus of their receipt on board on the Master.
