Observations by Mr. Thonsell, PM: Harbor Master
I have read the enclosed correspondence and regret to find that the explanation of my action in "Dayspring" has not been deemed satisfactory.
Mr. Murdoch's complaints are explained as follows:-
1. The Medical Officer on board was the usual Chinese Surgeon, as it is almost impossible to obtain European practitioners for the purpose.
2. With all due submission I think Mr. Murdoch's certificate is not as much entitled to credence as is the report of the Immigration Agent at Melbourne.
