that I have provisionally appointed. Mr Francis Alfred Quin, son of the late Superintendent of Police, to succeed Mr Farman, and Mr Mc. A. Bollaço, 2nd Police Clerk, to succeed Mr Quin as First Clerk of the Police. Inspector Blackwood being appointed 2nd Clerk, vice Bollaço.
Mr Quin has for five years been employed as First Clerk of the Police, a situation which has rendered him conversant with all the accounts, returns, and details of the force. He has discharged his duties generally with diligence and fidelity. He is a young man in the prime of life, I hope he has a long and useful career before him.
At the same time as I am very anxious to have further experience of Mr Quin's character and abilities in his new position, I shall feel obliged by Your Lordship not confirming him in his present appointment till I can report further, when Mr Quin has been a year in office.
It seems to me so very important that the higher Officers of the Police Force should be entirely reliable and competent persons, that I think in the interest of the Public this is a desirable precaution.
