As Mr. Jarman's immediate Connection with the Hongkong Police had extended over 20 years.

At the same time the circumstances connected therewith were not such as to justify the opinion of the Council in recommending Mr. Jarman for the full Pension, to which he would otherwise have been entitled, and it was considered by us that he ought not to receive more than 7/8 th of the Pension which he might otherwise have claimed, or £138. 14. 10 per annum as more fully appears from the Memo; and as no doubt he had been a useful and energetic Officer for the greater part of that time, though from long residence here without any leave of absence, and the consequent debilitating effects of the climate, he had for some time back contracted habits which rendered him less useful than formerly, it was with regret that the Council arrived at the conclusion that on the whole his services could
