The Commandant is always anxious to carry out the wishes expressed by the Governor, the Commander-in-Chief, but in the case of the Artillery occasionally firing blank ammunition on the Garrison Parade Ground in the regular course of this drill, he does not think he is authorized to suspend it.

In you express an important anxiety lest any part of their instructions which would in any measure impair their efficiency.
