there has
been
never
any
reluctance on the
part of the inhabitants of this City to put up with the extreme inconveniences and nuisance of the discharge of artillery close to their offices and residences.
You will easily understand however
that the
case is very different, when it is, urged that the annual allowance of service ammunition will in future be fired off in the centre of the town. Causing, not merely the general annoyance mentioned, but actually rendering it necessary to issue Public notices warning the community not to avail themselves of their principal and most important recreation by driving along the only available route which they possess, lest accidents might be caused by the firing.
It appears to His Excellency that nothing short of some very urgent necessity, which is certainly not apparent, could justify the firing in such a place of Service ammunition merely for the purpose of expending it, and exercising the Artillery. It cannot be contended that the immediate vicinity of the Parade Ground to the Barracks constitutes a justification, unless nothing is to be considered except the comparatively slight convenience, resulting to the Military from diminished transport of their guns.
