for at least practising firing without annoyance to the Inhabitants can. reached by a first-rate road, and as at the other side of the harbor fine military reserved at Kowloon where is ample space for such purposes, as well as for the shot practice which latter I have more than once attended there with great pleasure, I see no difficulty in arranging the matter satisfactorily without petitioning for the recall of the troops, a step which Clouet Gove has scarcely adequate reason for describing so confidently to succeed.

I may add that from the hilly nature of the road westward there is practically but one drive, namely to the East, and there is no way of getting there in a vehicle except by using the Parade ground. Hence the system of firing there for drill purposes necessitates placing sentries and Police at the various approaches to it to ward off all equestrians or persons with vehicles when the Artillery is practising. Now to close the only road available for those desiring carriage exercise to the Inhabitants of a large city on each occasion, when mere drill requires Artillery practice, does seem to me injudicious if it can be avoided.
