Gentlemen,

With reference to your letter of the 2nd of November 1867 and the replies from this department of the 22nd and 25th March 1868, I am directed by the Secretary of State to transmit to you, for any suggestions and observations which you may have to offer, the enclosed copies of correspondence which has passed between this department, the Foreign Office, and the Governor of Hongkong on the question of modifying the regulations in force under the Chinese Passengers Act of 1855.
